
NSW ContextFinancial Counselling is a confidential and free community service, which assists people who are experiencing financial difficulties or who need information relating to credit and debt.
In NSW, Financial Counsellors, including volunteers, must be members of the Financial Counsellors Association of N.S.W. in order to practise and meet exemption requirements of Australian Securities and Investment Commission (ASIC ). Membership of the Association allows a ‘Student membership’, then a tiered level of membership; Associate & Full member.
A Financial Counselling Certificate is required and auspiced by the Association. There is a Training Program developed under the sponsorship of the Office of Fair Trading and trainers are approved to run the course by the Training Committee and the Executive Members of the Association. Financial Counsellors can assist with financial, business, and para-legal matters as well as provide skills in money management. They are experienced communicators with creditors and may act as an advocate or negotiator on behalf of the client.
Financial Counsellors may also provide community education in financial literacy. Some Financial Counsellors specialize in areas such as gambling. |

Recognition
Recognition of prior learning (RPL) is a significant pathway for candidates to attain a national training package qualification. There has been strong support from Commonwealth and NSW governments for RTOs to find innovative and accessible RPL strategies and approaches.
NSW Department of Education and Training is actively assisting this quest for improved RPL pathways and has worked in partnership across many industry sectors to pilot best practice models of recognition and develop supporting resources. Some of the innovation recognition pathways trialled included group, project and workplace based models.

The Vocational Training Board establishes traineeships in NSW. Through a consultative process between peak industry groups, employers and unions, facilitated by the ITAB, qualifications are identified that meet industry requirements and have appropriate award arrangements. This information is submitted to the Board for the declaration of a vocational training order in accordance with NSW legislation.

The Financial Counselling qualification from the CHC08 Community Services Training Package is not a traineeship pathway in NSW.
The Financial Counselling qualification in the CHC08 Community Services Training Package has not been identified as suitable for VET in Schools pathways.
